ft2232_spi: fix arm-usb-ocd and arm-usb-ocd-h

These devices have an additional output buffer which is activated only
by pulling ADBUS4 low. This patch was real-life tested with
arm-usb-ocd; arm-usb-ocd-h should be the same (as it shares the same
documentation).

Corresponding to flashrom svn r1478.
