ich_descriptors: Guard MCH strap handling by chipset version

At some point, Intel abandoned the classic MCH/processor strap layout
identified by the FMSBA/MSL fields.  Avoid misinterpreting the fields
that replaced them by guarding all FMSBA/MSL references.
