  "message": "Makefile: Limit `pkgconf --static` workaround to OpenBSD\n\nThe flag was added in commit facfadb4b771 (Makefile: use pkg-config\n--libs --static for LDFLAGS) to work around missing shared `libpci`\non OpenBSD. Usually it doesn\u0027t hurt to add the flag even when link-\ning against shared libraries, but it turns out that this can create\nissues in corner cases.  For instance, Fedora doesn\u0027t ship symbolic\nlinks to shared libraries without version number by default, i.e. a\nplain `.so` without further suffix.
